The Tanganyka Territory Public Works Department was founded in the early 1920s by the first British Governor, Sir Horace Byatt. With it's headquarters in Dar es Salaam, the PWD functioned to construct, repair, maintain and operate, the public buildings and infrastructures of the Territory, including drainage, sewage, water-supply, electricity, road and bridges.
