Frederick Ernest Y. P. To was born in Hong Kong, the son of a medical practitioner. He received his early education at Wah Yan College, Hong Kong (1947–52), before relocating to the United Kingdom, where he continued his studies at King’s College, Taunton, Somerset, until 1956. Upon obtaining his GCE O-Level qualifications, he enrolled at the Architectural Association (AA) School of Architecture in London, entering as a First-Year student in 1957. In 1959, To gained practical experience at Architects' Co-Partnership in London, after which he returned to the AA to pursue Diploma studies. His final thesis, entitled A Hostel for Hong Kong Students, was completed in 1964, earning him the AA Diploma. In the same year, he undertook the General Course at the Department of Tropical Studies at the AA (1964–65). He passed the RIBA Professional Practice and Procedure Examination in 1968 but details of his subsequent career are not yet known to us.
