Shun Kai Tse received his early education at Pui Ching Middle School in Hong Kong, completing Form 5 in 1959. He later pursued architectural studies in the United States and graduated from the Department of Architecture at the University of California. In 1966–67, he enrolled on the ‘Educational Building’ course at the Department of Development and Tropical Studies, a postgraduate programme at the Architectural Association in London. After graduating, Tse gained professional experience in both the United States and the United Kingdom over several years, before returning to Hong Kong in 1974 and joining the Architectural Services Department of the Hong Kong Government, where he served as a Senior Architect. Over the course of almost three decades in public service, he was responsible for the design of numerous projects, including the Kowloon Walled City Park (1990-95), Lai Chi Kok Lingnan Garden (1998-2000), Gallant Garden (1996), Hammer Hill Park (2000-06), and the Lotus Garden in Kowloon Park, among others. In addition to his architectural practice, Tse was actively involved in education. He taught Chinese architecture for many years in the Department of Extramural Studies (now the School of Continuing and Professional Studies) at the Chinese University of Hong Kong. Following his retirement from government service, he was appointed Associate Professor at Chaoyang University of Science and Technology in Taichung, Taiwan in the early 2000s. He later also taught courses on ancient Chinese architecture and calligraphy at the City University of Hong Kong.
