Oscar Olinto Camacho, is a Venezuelan academic and urban planner. He completed his undergraduate studies at the Central University of Venezuela (UCV), Caracas, before attending the Architectural Association, London, from 1969-1970, where he is recorded as having enrolled in the Department of Planning and Urban Design. It is uncertain as to the exact courses taken but he is recorded in the AA Diploma Roll Book as having been awarded a post-graduate Diploma from the AA Department of Tropical Architecture (DTA). In the same year, he founded and directed the Department of Urban Studies at the School of Architecture and Urbanism at UCV. Camacho continued to teach in Caracas for over 30 years. He also later gained a doctorate from University College, London (1978-1982). In 1992, the President of Venezuela, Carlos Andres Perez, appointed Camacho as president of the National Housing Council (CONAVI), where he served until the military coup of 1994. Oscar subsequently returned to his teaching and founded a private consulting firm, Camacho-Tarhan, Asociados (CTCA). After retiring from UCV in 1999, Camacho has been a guest lecturer and researcher at the Department of Urban Planning and the Institute of Regional-Urban Studies (IERU) at the Simón Bolívar University, Caracas.
Camacho has devoted much of his research work to urban development, popular housing, informal settlements, and the issue of urban land in Venezuela. His research emphasizes the importance of democratic reconstruction to maintain the diversity and heterogeneity of the city. He advocates for collaboration between the public and private sectors, alongside community involvement, in both his professional practice and educational roles. Camacho has published numerous articles and essays, together with six books.
