Leonard Jeffery was born in Johannesburg, South Africa, in 1915 but appears to have grown up in the UK from age of 12, his family having links to Cornwall. It is uncertain where he gained his architectural education but by 1949 he is noted in the UK Colonial Office List as an Architectural Assistant for the Public Works Department, Uganda. He subsequently attended the AA Department of Tropical Architecture in 1955-56 and, upon graduation, returned to Africa, being recorded in 1959 as a ‘Senior Architect’ based in Nigeria. By 1961 he was working for Design Group Nigeria, based in Kaduna, before moving to Malawi, where he is listed as residing in Zomba in 1969. In his latter years he returned to Cornwall, where he passed away in 1987.
