Glenn Walter Shriver was born in Marengo, Illinois, c.1943. He studied first at Northern Illinois University before transferring to the University of Illinois at Urbana-Champaign, where he received the Bachelor of Architecture in 1967. While at Illinois he was active in the Scarab architectural fraternity and the student AIA chapter, and held the rank of Cadet First Lieutenant in the Army Reserve Officers' Training Corps. Following graduation, he pursued postgraduate studies at the Architectural Association, enrolling in the Department of Development and Tropical Studies for the academic year 1967–68, where he completed the General Design Course. Upon his return to the US, Shriver entered military service as a commissioned officer in the U.S. Army, before developing a career in Chicago, Illinois, working primarily in the public sector. He served as a Project Manager for the Public Building Commission of Chicago, overseeing civic projects including the 22nd District Police Station in Morgan Park (2004) and the associated relocation of the Edna White Community Garden. His professional focus remained on municipal and institutional building projects, contributing to the delivery of public facilities across Chicago.
